Changing a dogfence collar?

I have a petsafe in-ground fence, and the collar has stopped working i have replaced the batteries and have tested it and it does not beep or shock.The lights and stuff are on the thing where the wires hook in at.I bought a another collar and it said it worked for in-ground dog fences, it was the same brand and everything. I put the batteries in and tested it and it did not work.My question is can you help me i don’t want me dog to run away.
I don’t have the money to put up a fence. To fence in my whole yard you are looking at 10,000 some dollars.

I would rerun the wire. Some people don’t bury them, they lay them on the ground tacked by U hooks. It is easier. Another option would be a range collar. Much easier to use, but a bit more expensive.
