Can a regular dog harness be worn by a dog all the time, for tags, etc?

Not a no-pull harness but something like this – http://www.petsmart.com/product/index.jsp?productId=2751661. Alot of people seem to say no, but alot of people do it anyways. If it’s not safe to wear 24/7 than what should people with sighthounds(greyhound) do? Martingales definately aren’t safe to keep on 24/7, and regular collars would slide off.
If you fear a dog getting caught up on something, wouldn’t a harness be SAFER to leave on unsupervised than a collar? I mean, think about it.. Something on the neck versus something on the chest.

I wouldn’t and here is why. I had a friend that left a harness one her dog 24/7. It was the proper size and adjusted to fit. It rubbed under the dogs front leg until the dog had a spot rubbed raw from the harness.
