How can i train my dog to not run up the road barking at people when they are outside?

I have a toy rat terrier and she thinks she is alapha dog. whenever she is outside whether she slipped out the door or we are outside with her and there are either neighbors getting out of their cars to go inside or a person just walking by the house she always has to charge at the person,with her hair sticking up on her back, barking as loud as she possibly can. I really do not want to use an electric fence or an electric collar. I have tried several methods and none really seem to work. Is there any possible way to train her not to do this?

Some people have told me that all rat terriers are like that. i have a jack/rat terrier dog and he barks at EVERYONE he dosent knoooww! its so anoyying, we cant even have people over. what i have done and has kinda helped is putting him in a room alone when someone comes over and if were outside we jus try to get him around people more often, so they get used to me being around new people =]]
