Electric fence or shock collar?

We are having a hard time deciding which would work better for us. Here is our situation: We live in a small town a little off of the road w/ 9 acres of land. Our dog, Scooby, is about a year old. Our goal was to let him run free w/ my kids, which was working until about a month ago….he found the road. I do not want to restrict him to a little area to run, so I thought about lining the road w/ an underground fence. However, I am also contemplating a shock collar simply for when he goes near the road. Any thoughts or suggestions would be great. Thanks in advance.
Our dog is medium/large size and my children are 3,4 and 6. I don’t like tying him on the run that we have as it is so dangerous for the kids-they are not allowed near him when he is tied.
My title should have said Invisible Electric Fence or Shock collar. The thought to have a live wire going across my property was never an option.

Personally, I think shock collars aren’t effective, and a little too barbaric. How about a really long leash, so he can be tied to a tree, and still play with the kids?

I hope you find a solution! I know I have 5 acres, ALL of it is fenced for our dogs, but it is quite expensive to do so.
