Dog Training Shock Collars

Has anyone had success with a vibration / shock Collar Dog Training?
I have a 2-year-old woman robbie very excited to have Bad behavior is determined in pursuing the car on the road the other side of the fence, and now my horses go crazy sisters on the other side of the fence. She answers to no one where distraction is there and can not approach it takes off and then back to the barking mad. I would try a vibration / shock collar to control distance to break its attachment and have heard nothing more since it has worked. Has anyone else used this in the formation of a hard to train dogs? Are safe when used responsibly? I do not want to hurt her, but his behavior will get her wounds if she comes out and get the pen in the horse's horses kicking. And she's only getting worse in its fixation on vehicles rather than larger animals better, like getting used to them being there. Any suggestion would be great. She also has three acres of garden so she has plenty of room to run only if he is so hyperactive.
I refuse to use them. Try classical conditioning, operant conditioning, and speak with a behavior specialist. You can actually make performance worse if you are not careful. If things worse comes to using a spray of citronella collar. They work on the same principle, but do no harm to the dog.
