dog lovers I need your help?

my friend has a Brittany dog. It barks continually. She has trouble walking it as it pulls and pulls and won’t walk on a lease. It was fine while in Rhode Island but since her move to North Carolina, it has had nothing but problems. It stays in a crate all day while she works. It is two years old and she said she feels she has to give it away. Is there nothing she can do? She cannot afford obedience school, has tried muzzles, shock collars and nothing has worked
