How can I make an herbal flea collar for dogs using essential oils?

My 4 month old puppy has had fleas and pretty bad for a while and we are doing what we can for her to get rid of them. I read online that you can use essential oils to make a natural flea collar. I have sweet orange oil or citrus sinensis already and I was also wondering if I could use that one. What other ingredients would I need?
We are currently using advantage for monthly spot on treatments.

You’ll need a cotton dog collar, rope collar or a bandana that can be safely tied around the dog’s neck . Orange essential oils (if they’re the real thing and not a synthetic fragrance) do work, but not as well as a combination of oils. Lemongrass oil, lemon oil, citronella, orange oil, lavender oil, tea tree oil, eucalyptus oil and cedar oil all work in combination. You can use a few drops of any or all of them. The oils have to be applied weekly to be effective.

You can also make a dip for the flea collar at home. Slice 6 lemons and 3 oranges very thinly. Do not peel. Place these in a quart of water or enough to cover the fruit, cover and bring to a boil. Turn the heat down to a simmer and simmer with the cover in place until the fruit is very soft. Turn off the heat and allow to cool (covered) overnight or at least 12 hours. Strain the mixture through a fine colander or cheese cloth. You can put this in a spray bottle and spray directly on the dog to kill fleas. You can also spritz the cotton collar or bandana with this and put on the dog as a flea collar. The spray also soothes the itch from flea or mosquito bites for the dog and for people. You can also use this spray on furniture, carpeting, etc. to kill and repel fleas. Check for colorfastness first!

The lemon orange spray also works to repel mosquitoes on people and pets. We spritz ourselves while camping and spray the dogs lightly before we go for a walk.
