how can i keep my dogs in my fence without chains?

I gots 3 dogs two females jump over the fence they’re only about 11″ tall small dogs my fence is four feet tall they won’t stay in the yard so i have to put collars a nd chains on them they always tangle up the chains too i saw a shock collar invisible fence thing but its expensive i want a cheap good fix thanx yos

Build a fully enclosed dog run (With a top) so they can’t get out of it. It’s either that or put in a taller fence!.
