Is it possible to do this to an id tag?

Im getting my dog this collar http://www.petsmart.com/product/index.jsp?productId=2751464.
She currently has 2 hidious tags on her collar. I am getting her a new tag to replace the ones she has now. I wanted to get this one http://www.petsmart.com/product/index.jsp?productId=2751281&keepsr=0 but a dog tag is not worth $20 so I was thinking of makeing one. I would get one like this http://www.amazon.com/Brass-Heart-Dog-ID-Tag/dp/B001FOG9Q4/ref=sr_1_31?ie=UTF8&s=home-garden&qid=1225143897&sr=1-31 and put rhinestones on the blank side. like these http://www.acmoore.com/p-31899-assorted-size-rhinestones-big-value-22-gramspkg-aurora-borealis.aspx. But how would I glue them to the tag without getting glue everywhere. What type of glue should I use?
actually it does have a d ring its on the back.

I wouldn’t do it just because if she gets her collar off she may eat the glue and rhinestones…
