Why does my dog always have a red stain on her neck?

I have two 1.5 year old dogs (beagle-border collie), and one of them has been getting a red stain on her neck for a few weeks now. I’m pretty sure it’s blood, though she doesn’t appear to have any scab or cut, and her collar never touches that area, so it’s not overly irritated. The stain will be there one day, gone the next, and then back again the next morning and it varies in size- it’s quite puzzling. She’s an indoor dog, and while she does occasionally fight (more like argue) with her sister, the other dog never bites her there or anything. So, what is it?

If you think it is blood it might be from fleas or ticks that are irritating the area. It could even be some sort of rash or something. Is there hair loss, or does your dog seem to try to itch the area often? If so I would get some frontline or visit your vet for a better diagnosis
