can’t keep dog out of water?

our 18 month old great dane keeps jumping in our canal i wouldn’t care except for the fact we live in florida and there are gators in there as well as water moccasins in there we have tried everything a shock collar which may sound cruel but, it did not faze him and fencing which he just finds somewhere else to go in at he can jump pretty much anything i do not want to have to tye him out i did try it but all he does is cry any advice that is kind please give me thankyou

You can try invisible fencing, the only step after that is using the tie-out, make it long enough so that he has some freedom, he will cry for awhile, but it’s just anxiety, give him a bone to chew on when he’s out there to keep his interest. Good Luck!!
