Please help me to identify this television movie. Dramatic comedy.?

The scene I recall is a wife that has tied her husband in the basement with a collar and chains like a dog. She casually feeds him periodically bidding him to be good. The doorbell rings later on and the police are looking for someone not sure if they are looking for her husband. She naturally offers them coffee and donuts or a small bite to eat. They accept as she entertains them as if nothing “extra” is going on. They leave while the husband in the basement struggles to unbound himself. It is not a horror it seemed very much like a dramatic comedy. The dialog has subtle tones of scarcasm which made it very funny. I am not sure if she ties him up because he cheated or for some other offense he committed in their marraige. It may have been a channel 9 movie or Lifetime, but it did not seem like a typical Lifetime movie.

…sounds very much like you’re talking about the 2001 thriller/drama, entitled “Hitched”, starring Anthony Michael Hall and Sheryl Lee; it was one of those USA Direct-to-Cable movies.

It I recall correctly, You ARE right; despite the thriller & dramatic subject matter, there WAS a distinct tongue-in-cheek sense of humor about the film, and the ending was delightfully and maniacally twisted, as well.
