What is the best small dog?

Ive had big big dogs my whole life. ive been wanting to get a small dog!! A female, since ive never had a girl dog (she would be spayed asap). I want one that would look super cute in a pink spiked collar! One that isn’t IMPOSSIBLE to train, very cuddly and playful but still chill! Ive been looking at Maltese…pugs…and some others but i just can’t make up my mind! By the way, my image of small is about 16 pounds or less! shorter than 1 foot!
